On 24 June 1907 Campbell-Bannerman presented a resolution on the suspensory veto to the Commons.
The Parliament Act 1911 ( 1 & 2 Geo . 5 . c . 13 ) asserted the supremacy of the House of Commons by limiting the legislation-blocking powers of the House of Lords ( the " suspensory veto " ).
Furthermore, although most Liberals were agreed on the need to reform the House of Lords, there was no agreement on the way forward : a suspensory veto ( proposed by CB, Asquith had been lukewarm ), joint sittings ( as advocated by Ripon in 1907 ), or complete abolition.
